This is a joyful expression created from a blind contour drawing.  To me it seems like a street vendor like in New York City where a person has a cart and sits there selling ice cream or sandwiches out of the cart.  

Or I also see other story possibilities.  For sure what I see is something nostalgic and happy.  Just looking at this is making me feel like making more of these.
